From July 1, 2025, the Australian government has officially reformed its skilled migration framework by introducing the Core Skills Occupation List (CSOL), which replaces multiple previous occupation lists in order to simplify and streamline the system to reflect the real-time labour market shortages in Australia more closely.

Whether you are a potential migrant or an Australian employer, it is now imperative to understand the CSOL so that you can follow Australia’s skilled visa pathways.

What is the Core Skills Occupation List (CSOL)?

The Core Skills Occupation List (CSOL) is now a streamlined, consolidated list of skilled occupations that reflect current labour and skill shortages as well as projected shortages across Australia. It replaces:

  • Medium and Long-term Strategic Skills List (MLTSSL)
  • Short-term Skilled Occupation List (STSOL)
  • Regional Occupation List (ROL)

By centralizing these, the CSOL provides increased clarity, flexibility, and capacity to respond to rapid economic changes and employers’ hunger for skilled workers.

Primary Objectives of CSOL

  • Simplified skilled migration process
  • Support occupations with genuine labour shortages
  • Improve clarity for prospective applicants and employers
  • Contribute to Australia’s economy through the directed migration of skills

The reforms will create a more transparent and responsive immigration system that is better aligned with the workforce needs.

Visa Categories Affected by the CSOL

Several popular skilled visas will now operate based on the new CSOL:

Subclass 189 – Skilled Independent Visa

  • For highly skilled workers without sponsorship
  • Must nominate an occupation listed on the CSOL

Subclass 190 – Skilled Nominated Visa

  • Requires nomination by a state or territory
  • Occupation must be on the CSOL and meet state requirements

Subclass 491 – Skilled Work Regional (Provisional) Visa

  • For applicants willing to live and work in regional areas
  • Requires a state nomination or eligible family sponsorship
  • Occupation must be on the CSOL

Subclass 494 – Skilled Employer-Sponsored Regional Visa

  • For skilled workers sponsored by regional employers
  • Occupation must meet both CSOL and regional criteria

Reasons Behind Australia’s Change

The move to the CSOL aligns with Australia’s long-standing concerns about previous migration lists being disorganised and out-of-date. Moreover, the new framework provides:

  • Better alignment with national and regional priorities
  • Quicker visa process and reduced overlap
  • Greater transparency for both the applicants and the sponsoring employers
  • More accurate targeting of the skills shortage

The new framework will also enable skilled migration to be more agile as economic conditions change.

What The Change Means For Migrants And Employers

If you are a skilled worker or an employer intending to utilise the migration system in Australia from July 2025, here are your next steps:

  • Check if your occupation is on the CSOL
  • Check your points and eligibility against the new criteria
  • Verify any state-based nomination changes.
  • Identify expert advice for important visa decisions
