On September 6, 2025, the Department of State released numerous new instructions affecting nonimmigrant visa applicants: students (F-1), temporary workers (H-1B), and any other categories affected. These rules change where and how interviews must be scheduled, effectively ending hybrid arrangements in the past.
What’s New in the Interview Appointment Rules
- Country of Nationality or Residence Mandate
Applicants must now schedule their visa interviews at the U.S. embassy or consulate located in their country of citizenship or legal country of residence. Interview appointments outside those places are no longer allowed by way of ordinary exceptions.
- Restraint on Interview Waivers (Dropbox)
The “interview waiver” policy has been tremendously curtailed. Now, many applicants who once qualified for the interview waiver will be asked to appear for interviews in person. These include various categories of students, temporary workers, and many others.
Some exceptions exist. Countries where the U.S. does not perform routine visa services are assigned specific embassies/consulates for processing. Diplomatic visas or emergency cases can also be treated with special consideration.
Who Will Be Most Affected
This move has the most repercussions for international students and professionals using F-1 or H-1B visas. Applicants now have to make adjustments if they used to engage in third-country stamping (securing visas allegedly outside the home/residence country). Several will find it more difficult to contend with wait times and travel planning.
