New Zealand has finally opened a Business Investor Visa, unveiling a new window for seasoned investors to start businesses in the country and get residence more quickly. This new initiative is a replacement for the Entrepreneur Work Visa, which has been permanently closed to new applications.
What’s New?
Applications for the Business Investor Work Visa will open in
November 2025. The visa provides two clear pathways:
- NZ $1 million investment in an existing business for a three-year work-to-residence route.
- NZ $2 million investment for a 12-month fast-track to residence.
Applicants may either purchase a business outright or hold at least 25% ownership, meeting the minimum investment requirement.
Eligibility & Key Details
- Age limit: 55 years or younger
- English proficiency: IELTS 5.0 or equivalent
- Proof of funds: At least NZ $500,000 for family support
- Visa duration: Up to four years
- Fee: NZ $12,380 (application + immigration levy)
- Business requirement: Must employ at least five full-time equivalent staff
Certain businesses are not eligible, including drop-shipping, gambling, tobacco or vaping production, adult entertainment, corner dairies, immigration advisory firms, discount stores, fast food outlets, franchises, and home-based businesses.

This visa is designed to complement the
Active Investor Plus Visa, which was updated earlier in 2025. Officials say these initiatives are part of broader immigration reforms to attract
investment and skilled business operators who can contribute to New Zealand’s economic growth.
Applications submitted under the now-closed Entrepreneur Work Visa will still be processed under previous rules. Existing visa holders can apply for residence or seek renewals if additional time is needed to meet the criteria.
