An Arranged Employment Opinion (AEO) is a genuine offer of employment that has been validated by Human Resources & Skills Development Canada (HRSDC). AEO is one of the six factors under Points-based System for selecting immigrants under the Federal Skilled Worker Program offered by Citizenship and Immigration Canada (CIC). The primary purpose of the AEO is to facilitate the acceptance of the permanent residence visa application of an AEO holder under Federal Skilled Worker Program.
Advantages of the AEO Scheme for the employer

Predictable joining time: The AEO holder arrives in Canada on a permanent resident visa- normally, in less than 12 months of AEO approval- and hence helps the employers in doing their near to long term human resource planning. An AEO application may be processed faster by CIC, ensuring faster employee availability for employers' near future recruiting needs.

Simple process: AEO does NOT have stringent HRSDC requirements that employer must fulfil for international hiring on work permit. Process to get positive labor market opinion is extensive and expensive. Employer's eligibility norms are simple and approval process is quick and fast.

NIL cost of hiring to employer: The entire AEO application approval process with HRSDC and permanent resident visa application process with CIC is carried out by ABHINAV and thus, cost of hiring to the employer is NIL. ABHINAV - representing the employer and the client with HRSDC and CIC, earns Immigration consulting fee paid by the client (employers' candidate) towards application for permanent resident visa.

No travel and accommodation costs: Unlike work permit, where employer often ends up reimbursing the candidate for travels and initial boarding, the candidates with AEO are flying on permanent resident visa and hence will meet the travels and settlement expenses from the settlement funds that they must carry as part of Immigration selection criteria.

Offer can be given on indeterminate basis: CIC and HRSDC understand uncertainty associated with AEO to a candidate whom the employer has not met in person and therefore, permits him (the employer) to give the offer on indeterminate basis. This implies that the employer is willing to hire the mentioned employee but final hiring is uncertain and inconclusive. The final hiring may be dependent on combination of factors, including but not limited to actual meeting and trying out the employee in person or whether the vacancy is still open by the time the AEO-holder arrives in Canada on permanent resident (PR) visa. Remember that the employer also has an option to give the AEO on permanent basis!

Background and language checked candidates: The applicants' English language proficiency and background check (medical and security) has been conducted by CIC as part of processing of permanent resident application. Thus, the employer need not be facing any uncertainty that may surround an application when processed under work permit.

Advantage of first contact on landing: The employer will be the first point of contact for the applicant since its offer is the basis for acceptance of his permanent resident visa application. This is beneficial to the employer in case of exceptionally talented candidates.

Better compensation negotiation: The employer can negotiate a better compensation package with the candidate, since his offer is the basis for acceptance of an applicant's permanent resident visa application.

AEO is not a work permit: An AEO does NOT result in and is NOT a work permit. An AEO document is only valuable to someone who wants to immigrate to Canada permanently. An AEO does not allow the person to work in Canada before receiving his/her permanent residency.

Applicant's Eligibility
The applicant must meet the requirements of the Skilled Worker Class. HRSDC will only confirm offers whose job descriptions fall within the A, B & O categories of the Canadian National Occupational Classification Matrix. An employee cannot file to HRSDC confirmation of a Job offer; the employer must do it. Also, there are some limitations on filing of applications for some of the regulated occupations, under AEO. Employer's obligations and qualifying criteria

The employer letter of offer must state that the offer to the skilled worker is permanent or indeterminate (it can be either); describe the occupation and duties expected from the skilled worker and the salary to be paid to the prospective employee.

The employer business must have been in operation for at least one year.

The employer business has had a minimum of one worker on payroll over the last twelve months.
